The Payson Council for the Musical Arts, Inc. was founded in January 22, 2001 as an Arizona non-profit corporation (file number 0976462-7) with the Arizona Corporation Commission. Its educational goals are to promote the appreciation and understanding of the many different forms of music available to the American public. With music (or music appreciation) no longer being taught in the public schools (except band) we feel it is of paramount importance to teach and promote the appreciation of all forms of music. Because LPFM provides the perfect medium to achieve these goals, Payson Council for the Musical Arts, Inc. had made application (June, 2001, FCC file #BNPL 20010611AEQ, Facility I.D. 134057) with the FCC for a Low Power FM construction permit for 96.3 FM.
On March 11, 2002, PCMA's application for 96.3 FM was put on the FCC "grantable list". Although 53 groups applied for frequencies in Arizona, only 18 were considered "grantable". What this means, is that PCMA could be broadcasting in Payson on 96.3 FM in just a couple of months.
Although the actual programming schedule is yet to be fully developed, the current plans are for a wide variety of musical styles (a multi format concept). It is our hope to provide programming which is totally unique to our area and which addresses the needs of our community. This would include time and day slots where specific types of music are played, such as classic jazz, smooth jazz, light classical music, classic rock (Credence Clearwater, Eagles, Beachboys, Beetles, etc.), dowap of the 50s and 60s, blues, new age and Celtic, folk music, blue grass, Cajon, polka, mariachi, and even some 50s pop music. As we get a better feel for what the Rim Country wants, we will be able to allocate more time to specific genre. This is Payson's station!
Of course PCMA would also like to include both the local high school and EAC in its programming. Perhaps a weekly debate on local or county issues by the high school debate team or a lecture by a guest speaker for the college. Whatever the case, 96.3 FM will be the voice of the community. All programming will be hand selected by the staff of PCMA and there will be no satellite feed. Programming will be 24 hours a day, 7 days a week - all through the miracle of computers.
Lastly, PCMA will actively support all musical events in Payson, which will include, but not be limited to:
1- Concert Under the Stars (7 concerts in the summer)
2- June Bug Blues Festival (June)
3- Country Music Festival (May)
4- Arizona State Fiddle Championship (August)
5- Payson Choral Society performances
6- Various church musical specials (such as the Bell Ringer Concert and Christmas programs)
As the station is centrally located, remote broadcasts of community events will be very possible.
Currently The Payson Council of the Musical Arts, Inc. meets the first Tuesday of every month at 7:00 at 963 Highline Drive. As we grow we will need a bigger meeting place.
